Obituary for Emanuel Milton Frosburg

Emanuel Milton Frosburg (Milton) born January 31, 1927 and left us on September 16, 2020.
He is survived by his loving wife of 41 years, Judy Frosburg and two sons, Ronald Frosburg
and daughter-in-law Linda of LaFayette, CO and Steven Frosburg and daughter-in-law Iris of
Lomita, CA, five grandchildren and eight great-grandchildren. Born in Baltimore, MD he was
the son of the late Goldie Altfeld and Jonas Frosburg. He was the last surviving sibling and the
youngest of six children. He practiced law in Maryland before accepting a position as an
Administrative Law Judge and found his way to San Diego, California in about 1973. He
worked in this capacity for the Interstate Commerce Commission, Department of Health and
Human Services, as well as the Department of Justice until retiring in 1994. He taught and
lectured in Administrative Law at various Law Schools in Southern California. He loved the law
and had a particular interest in medicine. He continued to work in the field of law and
arbitration until early 2020. He was a member of the Board of CBS Property Management and
was last a participant in August 2020.
Milt had a zest for life, a keen mind and sharp wit. He had a personality that lit up a room
whenever he entered. He always liked a good joke and loved to dance. When he was able
ballroom was his forte with a flare for Latin rhythms.
Milt was of the opinion that Freemasonry had played an important part in his life since he
became a mason and member of the Brethren of the Scottish Rite over 50 years ago. He
always tried to live by the teachings of Freemasonry; treat your fellow human beings with
respect and with charity and conduct yourself squarely and on the level in your travels through
life. He always lived by this teaching and anyone who had the pleasure of knowing Milt knew
this to be true. He will missed by those who loved him and those who had the good fortune to
know him and call him a friend.
